Individual Resident Producer Requirements

To qualify for a resident New Jersey state insurance producer license, the applicant must satisfy the following requirements:
  • Be 18 years of age or older
  • Be a resident of New Jersey or have principal place of business in New Jersey
  • Be trustworthy, competent, financially responsible, and of good personal and business reputation
  • Complete an approved prelicensing course of study (see Prelicense requirements below)
  • Submit fingerprints
  • Pass a written examination and file a license application

PreLicense Education Requirements (PLE)

Applicants must complete Prelicense education (PLE) for each major line of authority (LOA). An applicant who wishes to obtain a Life, Accident & Health license must complete 40 hours of PLE, and will receive a separate certificate of completion for each LOA.

Reporting and New Jersey PreLicense Exam Prep Certificates of Completion

Certificate of Completion

PreLicense.com provides online, printable certificates of completion in New Jersey. An applicant must meet New Jersey’s PLE requirements before a certificate of completion is issued. Certificates are valid for 2 years from the date of completion.

Currently, New Jersey Department of Banking and Insurance does not required PLE course completions to be reported to the state.

New Jersey PreLicense Application Process

Resident License Application Process

  1. Complete Prelicense Education: Complete Prelicense Education and Pass the Prelicening exam. You will be required to supply a copy of your Pre-licensing Certificate of Completion in order to be admitted to the exam.

  2. State Exam Reservation: You can make exam reservations online or check the test Center availability by visiting psiexams.com/ or by calling PSI Examination Services at (800) 733-9267.

    Materials Needed at Exam Site: Candidates must present two (2) forms of current signature identification. The primary identification must be government-issued and photo-bearing with a signature and the secondary identification must contain a valid signature. Identification must be in English. Candidates who have changed their names must provide written documentation of the change. Examples include a copy of a marriage license, divorce decree or other official documents.
    Exam Format:
    • Applicants must pass the state licensing exam with a 70% or higher to file a license application.
    • Candidates who must retake the examination must wait 24 hours before rescheduling their exam.

  3. Universal Form: Print and Submit a Universal Form .Once you have completed the form you will need to schedule your fingerprinting Session at https://nj.ibtfingerprint.com/ or by calling MorphoTrust Customer Service at 1-877-503-5981. The Department suggests that you schedule the fingerprint scan immediately after you pass the licensing exam. The scheduled appointment will be within 7 to 10 days of completing the scheduling process.
  4. Important: License applications cannot be processed until NJ DOI receives the results of your criminal background check. Please refer to instructions below regarding making an appointment through MorphoTrak.

  5. Comple License Application: Complete the online application process by visiting www.nipr.com.

Transfer New Jersey PreLicense Application Process

Transfer Producer Requirements

New residents who move to New Jersey from another state who wish to obtain a New Jersey resident license must meet the following requirements in order to be exempt from Prelicense education and examination requirements:
  • Licensed for same lines of authority in previous home state
  • The candidate must be licensed in good standing in previous home state or if the application is received within 90 days of cancellation of previous home state license

Non-Resident New Jersey PreLicense Exam Prep Requirements

Non-Resident License Requirements

Non-resident license candidates may obtain a New Jersey producer license, without having to complete the Prelicense education requirement as long as they are currently licensed as a resident and in good standing in their home state and hold an equivalent license for the same line of authority.
