Individual Resident Producer Requirements

To qualify for a resident West Virginia state insurance producer license, the applicant must satisfy the following requirements:

Per West Virginia PLE requirements, applicants are required to complete all of the lessons in the Prelicense education course sequentially before they can be issued a certificate of completion.

Prelicense Course Exam

  • Passing Score: Applicants must pass the PLE final exam with a 70% or higher to receive a certificate of completion.
  • Exam Proctor Requirements: PreLicense.com final exams must be monitored by a disinterested third party. Proctors must not serve for examinations of family members, relatives, or dependents; employers or supervisors; employees or subordinates; partners, joint ventures, co-owners, or business associates; or for anyone in whom the proctor or instructor has an economic or other interest in assuring the successful outcome of the examination.

Reporting and West Virginia PreLicense Exam Prep Certificates of Completion

Certificate of Completion

PreLicense.com provides online, printable certificates of completion in West Virginia. An applicant must meet West Virginia’s PLE requirements before a certificate of completion is issued. The certificate of completion is valid for 4 months from the date of completion.

License Application Process

  1. Complete all Pre-Licensing Education: Complete all required pre-licensing education from an approved provider and obtain a Certificate of Pre-licensing Course Completion.

  2. Make an Examination Reservation and Pay the Fee: Make a reservation online or by phone with Pearson VUE for the examination. Make an online reservation at http://www.pearsonvue.com/wv/insurance/ or by calling Pearson Vue at (800) 274-2614. Reservation should be made 24 hours prior to the Desired date. Pearson Vue has changed their exam fees to $88.

  3. Material Required at Test Center: Two forms of current Signature Identification:
    • A Primary ID (such as Driver’s License, military card or Passport)
    • A Secondary ID (such as SS card, Debit or Credit Card)
    • Copy of your Prelicense Certificate of Completion in order to be admitted to the exam.

    Exam Format:
    • Each major line exam is given in a multiple-choice format.
    • Passing grade od a 75% is required.
    • When you complete the exam, you will receive a score report marked “pass or fail”.

  4. Fingerprinting Process: Effective 6/1/15 the WV Offices of the Insurance Commissioner will begin requiring all individuals applying for a resident license to be fingerprinted. The applicant is required to schedule the fingerprinting appointment after the examination has been passed.   5. Apply for a License: After passing the examination and submitting fingerprints you may apply for your license online at NIPR or by submitting the application found at http://www.wvinsurance.gov/ under Agent Licensing/ Agent Licensing Forms. Transfer West Virginia PreLicense Application Process

Transfer Producer Requirements

New residents who still hold an active license in their previous home state may not be required to complete Prelicense education or take an examination as long as they meet the following requirements:
  • Licensed in a reciprocal state and applying for same lines of authority
  • Canceled former home state license within 90 days of applying in West Virginia
