Maryland PreLicensing Requirements

Individual Resident Producer Requirements

To qualify for a resident Maryland state insurance producer license, the applicant must satisfy the following requirements:

  • Be 18 years of age or older
  • Maintain principal place of residence or business in Maryland
  • Complete an approved prelicensing course of study (see prelicensing requirements below)

Pass a written examination and file a license application

PreLicense Education Requirements (PLE)

Applicants must complete prelicensing education (PLE) for each major line of authority (LOA), as follows:

Before making an exam reservation Applicants should thoroughly review the State of Maryland Insurance Administration Candidate Information Bulletin which contains the exam content outlines and important information regarding eligibility and the examination and licensing application process.

PLE Course Delivery

Per Maryland PLE requirements, applicants are required to complete all of the lessons in the prelicense education course sequentially before they can be issued a certificate of completion.

PLE Course Exam

  • Passing Score: Applicants must pass the PLE final exam with a 70% or higher to receive a certificate of completion.

PreLicense.com provides online, printable certificates of completion in Maryland.  An applicant must meet Maryland’s PLE requirements before a certificate of completion is issued.

State Reporting Requirements

PreLicense.com reports PLE course completions electronically to PSI the next business day.

License Application Process

Please review the Maryland Insurance Administration’s initial producer licensing instructions here.

1.  Prelicense education: Complete the 20-hour pre-licensing education course. PreLicense.com provides online, printable certificates of completion in Maryland.  An applicant must meet Maryland’s PLE requirements before a certificate of completion is issued.

2.      Schedule an examination: Register for the State exam and check Test Center Availability by visiting https://candidate.psiexams.com/registration/displayagencylicenses_home.jsp

Important:  Candidates are eligible to register for their exams only after Prelicense.com has submitted completion information to PSI upon course completion.  Candidates can usually schedule their state exam with PSI within 1 or 2 business days of education being reported.

Exam Format

  • Bring Two forms of current signature identification( Example: Driver’s License, Passport, U.S. Social Security Card, Military Card, Employee ID, School ID, Credit Card)   
  •  Each major line exam is given in a multiple-choice format.
  • The passing score required on each exam is 70%.
  • When you complete the exam, you will receive a score report marked “pass or fail”.
  •  If you do not pass, you will immediately receive an unsuccessful exam results letter along with a diagnostic report indicating your strengths and weaknesses by exam portion.

3.      Fingerprinting Process: There are no fingerprint requirements in Maryland.

4.      Applications: Initial licenses application/registrations may be submitted online via NIPR (www.nipr.com). This service allows for a license to be issued within 72 hours, provided the on-line transaction, upon completion, receives an approved status. Applicants with an approved status may print the license via State Based Systems at www.statebasedsystems.com  within 48 hours of approval.

Paper applications are normally processed within 3-5 business days and should be mailed to The Maryland Insurance Administration

New Resident Producer Requirements

New residents who move to Maryland from another state who wish to obtain a Maryland resident license must meet the following requirements in order to be exempt from prelicense education and examination requirements:

  • If the applicant does not hold a Maryland nonresident license they must submit a new license application within 90 days of previous home state license cancellation.
  • If the applicant holds a Maryland nonresident license they will only be required to submit a request for an address change within 90 days of previous home state license cancellation.

State-Required Product Training

Your state has special training requirements in order for licensed agents to sell the following products:

Annuity Training: All producers currently licensed to sell, solicit, and negotiate annuity products must complete a one-time annuity training course approved for at least 4 hours prior to selling, soliciting, or negotiating such products.

Long-Term Care: All Maryland producers who sell, solicit, or negotiate LTC policies must complete 2 hours of state-approved Maryland LTC training before selling, soliciting, or negotiating LTC policies.

Long-Term Care Partnership: Before selling, soliciting, or negotiating LTCP insurance products in Maryland, producers must complete an initial 8-hour, state-approved LTC training course.
